China Association of Social Welfare and Senior Service First batch of group standard Officially Issued and Implemented

On January 22, 2019, China Association of Social Welfare and Senior Service (CASWSS) held the technique inspection meeting of three group standards Specifications for Quality Evaluation of Pension Institutions Standardization, Specifications for Health Management Service of Pension Institutions, Facilities and Equipment Configuration for Pension Institutions in Beijing. Feng Xiaoli, Director of the Group Standards Technical Committee of CASWSS attended the meeting and delivered a speech. Deputy Director Liu Youxue presided over the meeting. Twelve experts from the National Center of Standards Evaluation, SAMR, 101 Institute of the Ministry of Civil Affairs, China Rehabilitation Research Center, Architectural Design and Research Institute of Tsinghua University Co., Ltd., Jianghan Social Welfare Institute of Wuhan, Hubei, Yantian Social Welfare Center of Shenzhen, Guangdong, and Tianxiachunxuan Senior Care Service (Beijing) Co., Ltd. reviewed the three group standards.

The experts committee first listened to the significance, framework content, drafting and revision process and report on the pilot test of Specifications for Quality Evaluation of Pension Institutions Standardization, Specifications for Health Management Service of Pension Institutions, Facilities and Equipment Configuration for Pension Institutions.The review was presided over by Ge Ying, a researcher of the National Center of Standards Evaluation, SAMR. With the fully affirmation of the three group standards, the experts conducted a review of the standard provisions detail by detail, and provided valuable comments and suggestions on definitions of some terms, the accuracy of the provisions, notes and appendices.

The experts committee unanimously agreed that the formulation of the first three group standards is in line with the national “13th Five-Year” standardization development direction and group standards management requirements, and is based on the practical experience and results of implementing standardization pilots in more than 100 national nursing homes from 2015 to 2018. The results have been refined and verified. The source of standard formulation task is clear, and the acceptance materials are complete and standardized, the standard content is reasonable and detailed, and the writing format meets the requirements.

Specifications for Quality Evaluation of Pension Institutions Standardization clarifies the evaluation framework and requirements for the standardization construction of nursing homes, and provides a scientific evaluation basis for the standardization construction of nursing homes. As the first group standard for the quality evaluation of institutional standardization construction in senior service area, it is forward-looking, advanced and practical. It also provides technical support for the standardization construction and industrial management. It has great guiding significance for the quality improvement and efficiency promotion and brands cultivation of nursing homes.

Facilities and Equipment Configuration for Pension Institutions clarifies the basic principles, contents and requirements of the facilities and equipment configuration of nursing homes, and provides a scientific basis for the nursing homes in designing the elderly-oriented environment and standardizing the facilities and equipment. Specifications for Health Management Service of Pension Institutions puts forward the basic requirements, service content, file management, service evaluation and continuous improvement methods of the health management services of nursing homes, and provides a scientific basis for the nursing homes to carry out standardized health management services for the elderly. It is the first group of health management standard for the elderly in nursing homes, playing an important guiding role in safeguarding, maintaining and promoting the physical and mental health of the elderly in nursing homes.

The expert committee unanimously agreed that the three group standards passed the investigation, and requested the standard drafting team to modify, improve, and implement the procedures as soon as possible according to the recommendations made by the experts.

On January 27, 2019, the first group standards of China Association of Social Welfare and Senior Service were publicized on the national group standard information platform and officially released on February 1, 2019.

Feng Xiaoli, Director of the Group Standards Technical Committee of CASWSS said that the three standards clarified the basic requirements and contents of the work of the evaluation framework and scoring rules, facilities and equipment allocation, and health management service in nursing homes. The publication of the first group standards has the following three important meanings.

The first meaning is that the three group standards are the first batch of group standards for quality assessment of the standardization of nursing homes, health management services for the elderly, and the configuration of facilities and equipment in domestic senior service field. They are in line with the current demand for industrial technical management of nursing homes and are innovative.

The second meaning is that the first batch of group standards attaches great guiding significance for promoting the in-depth development of the standardization construction pilot program of the member units of CASWSS, leading the nursing homes to improve quality and efficiency, and cultivating service brands. CASWSS will first officially adapt the first batch of group standards in the acceptance of 29 nursing homes standardization pilot units. Those standards will be promoted and applied in the standardization pilot construction in other provinces.

The third meaning is that the first batch of group standards provides an essential reference for CASWSS to accelerate the research of group standards. Under the guidance and assistance of the relevant departments at the higher level, CASWSS will strictly convert the group standards into certification standards in accordance with the normative requirements of the group standards, and collaborate with professional certification agencies to conduct the working of quality certification in nursing homes, and cooperate with government departments to establish third-party assessment and certification mechanism.
