Jiangsu Provincial Elderly Care Organizations Standardization Pilot Project Successfully Accepted

On January 5 to March 4, 2019, Jiangsu Provincial Civil Affairs Department, China Association and Social Welfare and Senior Service (CASWSS) jointly conducted the review and acceptance for Jiangsu elderly care organizations standardization pilot project. President Feng Xiaoli and Vice-president Liu Youxue of CASWSS, Director Lu Min and Deputy-director Sun Caiyang of Social Welfare and Philanthropy Promotion Department of Jiangsu Provincial Civil Affairs Department led the expert team to review and accept 29 pilot units of 13 cities in Jiangsu province. Leaders of local Civil Affairs Bureau and Social Welfare Department accompanied the review and acceptance.

In June, 2017, CASWSS and Jiangsu Provincial Civil Affairs Department collaboratively undertook “2017 Central Finance Support Social Organizations Participating in Social Service Demonstration Pilot Project—Jiangsu Provincial Elderly Care Organizations Standardization Pilot Project” of Social Organizations Management Bureau of Ministry of Civil Affairs (MCA). CASWSS and Jiangsu Provincial Civil Affairs Department jointly formulated Implementation Plans on Jiangsu Provincial Elderly Care Organizations Standardization Pilot Project. Jiangsu Provincial Elderly Care Organizations Standardization Pilot Project Kick off Training Conference was carried out in July, 2017 in Nanjing, marking an official start. In July to October, series of various professional training courses including system construction, facilities and equipment allocation, position setting, service providing, quality control, security emergency management were carried out for effectively promoting standardization construction.

After a year and a half of active efforts by the pilot units, remarkable results have been achieved. In January to March, 2019, Jiangsu Provincial Civil Affairs Department and CASWSS cooperatively reviewed and accepted the 29 pilot units. President Feng Xiaoli, Director Lu Min, Vice-president Liu Youxue and Deputy-director Sun Caiyang respectively led expert teams reviewing and accepting the 29 pilot units including Nanjing Dianjiangtai Social Welfare Institute, Nantong Yangguang Senior Apartment, Zhangjiagang Aoyangyouju Yibai Nursing Home, Wuxi Social Welfare Center, Changzhou Welfare Institute, Zhenjiang Xinyuankang Nursing Home, Xuzhou Jiuru City Lekang Senior Service Co., Ltd., Lianyungang Social Welfare Center, Yandu Kangnian Nursing Home of Yancheng, Yancheng Social Welfare Center, Yangzhou Social Welfare Center, Gaoyou Yile Senior Service Center.

Expert team listened to each unit’s pilot work report. In accordance with the Specifications for Quality Evaluation of Pension Institutions Standardization issued by CASWSS, they carefully checked the system construction condition, environment facilities construction and equipment configuration, position setting, service providing, quality control, security emergency management one by one. The experts conducted a briefing on review and acceptance and gave live feedback on standardization construction and results of pilot units.

After the review and acceptance of all pilot units, Director Lu Min, on behalf of Jiangsu Provincial Civil Affairs Department, expressed her sincere gratitude to CASWSS for actively cooperating with Jiangsu Provincial Civil Affairs Department in effectively promoting standardization construction, and spoke highly of the serious, responsible and professional spirit of the experts. She said a two-year elderly care organizations standardization pilot project was synchronously conducted in 13 cities, played an important role in improving overall quality and level of elderly care services in Jiangsu province, and achieved great results. In the future, we will work harder to promote standardization construction in other cities of province, duplicate and popularize excellent models, further improving quality and enhancing efficient of elderly care organizations through multi-cooperation.

President Feng Xiaoli sincerely congratulated the Jiangsu Provincial Civil Affairs Department and local Civil Affairs Bureau on the results achieved by paying high attention to and actively promoting the standardization construction of elderly care organizations. She said the results had been mainly reflected in five aspects. First, a cooperation mechanism between Provincial Civil Affairs Department and nationwide social organizations promoting standardization construction was established. Second, a publicity and promotion mechanism of national, industrial and group standards was established. Third, a quality evaluation mechanism of regional elderly care organizations was set up. Forth, a scientific operation and management mechanism of elderly care organizations was set up. Fifth, a various elderly care giving professional talents staffed and trained mechanism was established. She also appreciated the Jiangsu Provincial Civil Affairs Department for authorizing CASWSS to carry out the project, and expressed her regards for nearly two-year hard working of leaders and staff of each pilot unit and their persistent pursuit of elderly care cause. She hoped they made continuously efforts, making contributions to improving the elderly livelihood by advancing standardization construction and cultivation of service brands with Chinese characteristics.
