On September 18^th, 2018, Feng Xiaoli, President of China Association of Social Welfare and Senior Service(CASWSS) and leader of CASWSS Jiangxi Suichuan Poverty Alleviation Project; Yang Liang, deputy leader of CASWSS Jiangxi Suichuan Poverty Alleviation Project, deputy leader of the standing committee of the county council; Liu Youxue, Vice-President of China Association of Social Welfare and Senior Service(CASWSS) and deputy leader of CASWSS Jiangxi Suichuan Poverty Alleviation Project went to Bizhou, Dakeng and Heyuan inspect and accept poverty alleviation project. Huang Hanhua, Secretary of the Party Committee of Bizhou, Xiao Feng, Head of Dakeng, Peng Chuanyan, Secretary of the Party Committee of Heyuan and Office General of CASWSS Tan Gang accompanied the inspection and acceptance. On the evening of September 18^th, CASWSS Jiangxi Suichuan Poverty Alleviation Project acceptance summary meeting was held at county government.

At the beginning of 2018, in order to earnestly implement the deployment of social organizations actively engaged in poverty alleviation and played an important role in supporting poor people, issued by Party Group of Ministry of Civil Affairs, CASWSS negotiated with government of Suichuan, Ji’an of Jiangxi Province, under the care guidance and great support from Suichuan government, CASWSS undertook the poverty alleviation project which was to help 200 poor households from Dakng, Heyuan and Bizhou get rid of poverty, and based on the practical needs, CASWSS donated 2.1 million yuan to support the construction of six photovoltaic power stations and three elderly love apartments. 

Before the Spring Festival of 2018, President Feng Xiaoli, Vice-president Liu Youxue, deputy leader of Suichuan and other staff braved the cold weather to took a closer inspection at those 3 townships. The kick-off meeting of CASWSS Jiangxi Suichuan Poverty Alleviation Project was conducted then. After 7 months, the project was processing well, with 6 photovoltaic power stations have been built and connected to the grid for power generation, 3 elderly love apartments have been completed, and equipment configuration was about to complete. Some elderly people have already moved into the apartments.

On September 18^th, during the project inspection and acceptance, the project team carefully listened to the reports of the construction and operation benefit analysis of the six photovoltaic power stations projects led by three townships, reviewed the detailed information of the project implementation process, checked detailed information on the benefits of poverty alleviation and the benefit time node arrangement of 200 households in three townships, and inspected the construction of the six photovoltaic power stations projects and grid-connected power generation at the project site; Yang Liang, deputy leader of Suichuan, conducted project financial management training to leaders of three townships and project management staff. The project team also inspected the construction and use of three elderly love apartments, and condolenced the first batch of poor elderly people, sent them the Mid-Autumn Festival greetings.

On the evening of September 18^th, the project team held a summary meeting of CASWSS Jiangxi Suichuan Poverty Alleviation Project. Feng Xiaoli, President of CASWSS, Liu Youxue, Vice President of CASWSS, Yang Liang, deputy head of Suichuan, and leaders of 3 townships attended the meeting. The meeting was presided over by Peng Liyun, deputy secretary of the County Youth League Committee and director of the Office of the Leading Group of the County Docking Social Organization.

Leaders of projects from Bizhou, Dakeng and Heyuan made summaries about the project

Leaders of Da Keng, Bi Zhou Town and He Yuan firstly introduced the construction of photovoltaic power station projects, the trial operation of grid-connected power generation and the construction of elderly love apartments. They unanimously expressed their sincere gratitude to CASWSS leaders and county leaders for inspection and acceptance the project, and will distribute 300 yuan of the first batch of project income to each of the 200 poor households before September 29^th, 2018, Double Ninth Festival, so that they can see the results of the poverty alleviation assistance project. At the same time, they promised to complete the elderly love partments project by the end of October, 2018, ensure to complete facilities renovation and equipment configuration, so that elders will stay safely.

On behalf of the project team, Liu Youxue, Vice President of CASWSS, summarized the project acceptance and put forward specific requirements for the follow-up operation management. First, the photovoltaic power station should not only be built well, but also managed well, and it was necessary to strengthen the investigation and prevention of potential safety hazards to ensure its safe operation. Second, during the operation of photovoltaic power stations, it was necessary to establish and improve various rules and regulations, and increase supervision and inspection. Third, since the funds of poverty alleviation project have been fully in place, you should pay close attention to the improvement of facilities and equipment configuration of the elderly love apartments. Make sure the elderly stay safely and enjoy services that will be in place.

Feng Xiaoli, President of CASWSS made a conclusion remark of jointly working on the acceptance of the poverty alleviation project in Suichuan as the following three points:

First, as one of the social organizations directly under the supervision of Ministry of Civil Affairs, CASWSS undertook one of those poverty alleviation projects which were organized by Ministry of Civil Affairs. Now the project has been completed and will benefit 200 households this year.

She said that 2018 is a crucial year for the whole Party and the country to earnestly study and implement the spirit of The 19th session of national congress of the communist party of China and win the battle against poverty. Under the overall deployment of the Party Group of the Ministry of Civil Affairs, under the leadership of the Department of Social Organizations Management of Ministry of Civil Affairs, under the careful guidance of the Suichuan County Party Committee and the County Government, CASWSS and the three township party committees of Bizhou, Dakeng and Heyuan cooperated closely. Under donation of CASWSS, 6 photovoltaic power stations which cost 1.8 million yuan (300,000 yuan from local government and 300,000 from CASWSS for each station respectively, and 3 village-level elderly love apartments under CASWSS’s 300,000 yuan (each 100,000 yuan) were all completed  and put into trial operation. Those photovoltaic power stations and elderly love apartments were all passed acceptance.

Second, she expressed heartfelt thanks to the leaders at all levels. First of all, she sincerely thank the Party Group of Ministry of Civil Affairs for providing social organizations the opportunity to participate in poverty alleviation projects, providing a new service platform to expand  business. She once again expressed her sincere gratitude to Suichuan County Party Committee and the County Government for their care and guidance on this project. She were grateful to the Standing Committee of the Suichuan County Party Committee and Deputy Head Yang Liang for their painstaking efforts in the design and supervision. Under his personal supervision, the project was smoothly promoted and effectively implemented. Thanks to the leaders of the three townships in Bizhou, Dakeng and Heyuan, and the relevant staff who were involved in the project construction. Under your active and meticulous organization, the poverty alleviation project realized the project expectations ahead of schedule.

Third, she hope that the leaders of the three townships strengthen the scientific management of the project, improve and perfect the existing deficiencies, establish a supervision and inspection system, ensure the safe operation, effectively exert good social and economic benefits, and continue to benefit the poor families and the elderly.

Finally, Yang Liang, on behalf of the County Party Committee and the County Government, expressed his heartfelt gratitude to the leaders of the CASWSS for their great attention and trips to Suichuan to promote poverty alleviation projects. He said CASWSS actively responded to the call of the Party group of Ministry of Civil Affairs, took the lead and act bravely. They firstly went to Suichuan to participate in poverty alleviation. Especially in the case of the fracture of the right foot, President Feng Xiaoli insisted on attending the inspection and acceptance. CASWSS donated 2.1 million yuan to three townships in seven months, and supervised the implementation of the projects and the quality of the project in an orderly manner, fully reflecting CASWSS's high sense of social responsibility, a strong feeling to old revolutionary base areas. We will do our best to manage and use these poverty alleviation funds and generate benefits as soon as possible, to benefit the people of old revolutionary base areas at an early date. He once again urged CASWSS to continue to help Suichuan as the designated poverty alleviation county in the future, and believe that with the support of CASWSS, they will sure to win this poverty alleviation battle.

At the end of the project summary meeting, Yang Liang, on behalf of the County Party Committee and County Government, presented the golden banner of “Love Old Revolutionary Base Areas  Help Poverty Alleviation” to CASWSS. The project summary meeting was successfully concluded.
