On 12th December, on the occasion of the 8th Chinese Vulnerable Children's Day, establishment conference Sub-Association of Child Welfare and Protection Service(hereinafter referred to Sub-Association) of of China Association of Social Welfare and Senior Service & First Forum on Child Welfare and Protection Service were successfully held in Beijing. Feng Xiaoli, President of China Association of Social Welfare and Senior Service(CASWSS) was present at the conference and made an important speech. Zhang Mingliang, Standing Vice-President of China Association of Social Welfare and Senior Service attended the conference and inaugurated the branch and addressed the forum. Han Hua, General Secretary of China Association of Social Welfare and Senior Service read out the Approval of Arranging Sub-Association of Child Welfare and Protection Service. Feng Liwei, Vice-Secretary General of China Association of Social Welfare and Senior Service, presided the conference. At the First Forum on Child Welfare and Protection Service, Family and Child Research Center of Social Development and Public Policy College of Beijing Normal University and China Public Welfare Communication Research Center of Communication and International Relationships College of Zhejiang University jointly released the Ten Progressive Events of Chinese Child Welfare and Protection in the year of 2018. A total number of 200 social media and first membership units’ representatives including domestic experts, scholars, entrepreneurs and chargers of provincial child welfare institutions, research institutes and brand service companies attended the conference and forum.

At the establishment conference, sub-association preparation team first introduced their preparation work. All present representatives unanimously voted China Association of Social Welfare and Senior Service Sub-Association of Child Welfare and Protection Service First General Meeting Electing Method and List of Election Scrutineers, China Association of Social Welfare and Senior Service Sub-Association of Child Welfare and Protection Service Working Regulations, List of Recommend Directors of the First Council of China Association of Social Welfare and Senior Service Sub-Association of Child Welfare and Protection Service, concurrently held the first meeting of members, elected the directors of the first council. First meeting of first council was also held and voted Honorary President of Sub-Association council, President, Executive President, Vice-President and Secretary General. Ma Lei, General Manager of Shanghai Bichuang Business Consulting and Services Co Ltd was voted as Honorary President; Shang Xiaoyuan, Director of Family and Child Research Center of Social Development and Public Policy College of Beijing Normal University was voted as President; Feng Liwei, Vice Secretary General of China Association of Social Welfare and Senior Service was voted as Executive President; Fei Yingying, Representative of 19th NCCPC，Vice-Director of Department of Conservation of Baoan Social Welfare Center, Shenzhen, Wang Huan, Guo Wei, Wang Qi, Wu Wei, Zhang Kexia, Zhang Wen, Cao Yang, Cui Lanxin, Dong Mingzhu, Wei Wei was elected as Vice Presidents. Yu Jie, Deputy Director of Family and Child Research Center of Social Development and Public Policy College of Beijing Normal University were elected as Secretary General.

The establishment of Sub-Association of Child Welfare and Protection Service of China Association of Social Welfare and Senior Service is an effective measure to cooperate with the national child welfare and protection service system construction, organize social forces to conduct research and innovative service mode under the background of fully improving livelihood and promoting harmonious development in the 13th Five Year Plan. 

Shang Xiaoyuan, the newly elected President of Sub-Association said improving the child development is of great significance to comprehensively increase Chinese nation quality and build a country rich in human resource. Sub-association will innovative carry out work according to regulations under the attention of relevant government department and leadership of CASWSS. Under the unity and cooperation of the member units, we will contribute to the promotion of the welfare and protection service system for the government and contribute to the improvement of children's well-being by fulfilling the mission, taking active action, providing quality service and addressing steady development.

Feng Xiaoli, President of China Association of Social Welfare and Senior Service, made an important speech at the inaugural meeting. On behalf of CASWSS, she first expressed her congratulations on the establishment of Sub-Association. She congratulated the elected President of Sub-Association and the first members, and expressed her sincere acknowledgement to all the colleagues who worked hard and dedicated to the welfare and protection services for child. She put forward the following requirements on the construction and development of Sub-Association:

First, we must recognize the mission and grasp the positioning. The Sub-Association should conscientiously study and understand the relevant policies of China to promote child welfare and protection services, actively cooperate with government departments at all levels to promote the overall deployment of child welfare and protection, and focus on the needs of society for the welfare and protection of children, take advantages of resources, organize member units to conduct in-depth investigation and research on key and difficult issues in practical work, cooperate with government departments to carry out research on child welfare and protection service policies and service standards and provide innovative practical experience for the implementation of relevant national policies, making contributions to improving the management of child welfare and protection services.

Second, we must cultivate service brands and seek development with service. Guided by the children's service needs, organize member units to provide relevant services; learn advanced experience through international and domestic academic exchanges, improve service capabilities, striving for service brands and promote coordinated development.

Third, we must scientifically manage and organize meetings according to law. It is necessary to strictly abide by relevant national policies and laws and regulations, incorporate the work of the sub-association into the overall work of CASWSS, strengthen communication and exchanges with relevant departments of CASWSS, complement each others’ advantages, learn from each other, and continuously improve the management capabilities; develop innovate working methods and safeguard the rights and interests of members, reflecting appeals of member units, help members to solve problems, improve their ability to serve members, enhance centripetal force and cohesion and promote sustainable development.

At the First Forum on Child Welfare and Protection Service, which was held in the same period, Zhang Mingliang, Standing Vice-President of China Association of Social Welfare and Senior Service addressed the forum. On behalf of CASWSS, he expressed his heartfelt gratitude to all the friends who have supported China's children's welfare for many years, and enthusiastically encouraged experts, scholars and practical workers to actively participate in the theoretical research and practice of early childhood development, child rights protection and child welfare services, strengthen the construction of service and management professionals and make new contributions to the development of children's welfare and protection services in the new era.

The forum's activities are novel in form and rich in content. First, on behalf of China Public Welfare Communication Research Center of Communication and International Relationships College of Zhejiang University Family and Child Research Center of Social Development and Public Policy College of Beijing Normal University, the newly elected President of the Sub-Association, Shang Xiaoyuan, released the Ten Progressive Events of Chinese Child Welfare and Protection in the year of 2018, then the forum activities were divided into four themes for on-the-spot exchange. The first theme was"inheritance", which discussed the past and prospects of the development of children's welfare institutions. Fei Yingying, the representative of the 19th NCCPC, reported to the party. During the Nineteenth National Congress, she accepted General Secretary Xi Jinping's interviews, introduced the successful experience of public welfare institutions in establishing children's welfare services in the field of child welfare services. The second theme was “breaking dawn”, expressing the service model for early childhood development. Eight pupils aged from 4 to 11 from Beijing Mingyue School sang songs that are eager for a better life. The third theme was“challenge”, six social welfare representatives elaborated on the innovative practical experience of implementing child rescue services. The last theme was “Joint Force”, three children’s welfare service agencies initiated the proposal for child protection services.

At the forum, experts, scholars and managers from children's welfare institutions, research institutes and brand service agencies from all provinces and cities across the country interacted enthusiastically and the forum was a complete success.
