On the morning of June 13^th, 2018 Zhejiang Province Senior Service Institutions Standardization Construction Pilot Project Kick-off Training Meeting was held in JiangNan Health & Longevity Village in Tonglu County Hangzhou, Zhejiang province.

Su Changcong, Deputy Director-General of Zhejiang Civil Administration Department and Director of Elders Office of Zhejiang Province attended the meeting and delivered an important speech; Feng Xiaoli, President of China Association of Social Welfare and Senior Service(CASWSS) attended the meeting and deployed the pilot project; and the meeting was hosted by Liu Youxue, Vice-President of China Association of Social Welfare and Senior Service. 12 experts from CASWSS standardization expert-team gave lessons to pilot nursing homess. 114 leaders in total including leaders of the Municipal Civil Affairs Bureau of Hangzhou, Ningbo, Jiaxing, Shaoxing, Shengzhou and Zhoushan in Zhejiang Province and leaders of 33 pilot nursing homess attended the kick-off training meeting.

In his speech, Su Changcong first expressed his heartfelt gratitude on behalf of Zhejiang Civil Administration Department to CASWSS for conducting pilot project in Zhejiang province and support to the scientific development of senior service in Zhejiang province. He believed that 2018 Zhejiang Province Senior Service Institutions Standardization Construction Pilot Project, which was organized by Zhejiang Civil Administration Department and China Association of Social Welfare and Senior Service, was of great significance. It was an important measure to implement  related policies during the national “13^th Five-Year Plan” to promote the development of senior service industry and was also the starting point for Zhejiang province to further promote senior service standardization construction. He asked the 6 civil administration department and pilot nursing homess to strengthen study and ensure practical training effects, to provide recognition and fully understand the meaning and the role of pilot project, to pay full attention to implementation and continuously improve the level of standardization construction. Tightly combine standardization pilot work with the goal of comprehensively improving Zhejiang senior service quality and achieve certain effects will play a positive role in building a higher level senior service system.

At the meeting, Feng Xiaoli gave a lecture on the theme of the Situation and Task of the “13th Five-Year Plan” Senior Service Standardization Construction. She pointed out in recent years, China’s senior service industry has developed rapidly, industry scale has expanded continuously, service system has been gradually improved, however, many issues such as unreasonable supply structure, not fully released market potential and needed to be improved service quality. As the aging of population continued to deepen and people’s living standard gradually to improve, diversified and multi-level service demand increasingly to grow, placing higher  demands on effective supply of senior service. Nursing homes should adapt to the current situation and achieve leapfrog improvement. Standardization is the basic project. Feng Xiaoli interpreted the national policies of promoting senior service standardization and introduced the implementation steps and key points of 33 pilot projects of senior service institutions standardization in Zhejiang Province in detail, and expressed her ardent expectations to pilot nursing homess taking the standardization construction as an opportunity to improve service, promote management, cultivate brands and scientific development.

In the training, Guo Qing, Vice President of China Association of Social Welfare and Senior Service and Vice President of Zhejiang Chinese Medical University gave a lecture entitled “Implementing the spirit of the 19th CPC National Congress  Promoting Elderly Health Management”, Huang Xianming, Director of the Institute of Green Architecture, Tsinghua University, gave a lecture entitled “Building Barrier-free Environment for Nursing Institutions” Zhan Chuandong, Deputy Secretary General of the Zhejiang Social Senior Service Standardization Technical Committee introduced Zhejiang Provincial Association for Senior Service Industry and Zhejiang Provincial Institute of Standardization in cooperation with the Zhejiang Civil Administration Department and Provincial Bureau of Quality and Technical Supervision to formulate “Service and Management Standards of Zhejiang Provincial Nursing Institutions ”local standards, and achievements in the star rating of nursing institutions; Xiong Chenggang, Director of the Senior Citizens Management Committee of Jianghan District, Wuhan City, Hubei Province, and Zhou Chunfang, Director of the Jianghan District Social Welfare Institution, Wuhan, Hubei Province, Hua Ling, Director of Yantian District Social Welfare Center, Shenzhen gave lectures entitled“Establishment of a Standard System for Nursing Institutions”,“Building a Standardized System for Nursing Institutions”and “Preventing Risks through Standardization Construction in Nursing Institutions”respectively.

On June 14th, a skill training of assessment of the elderly was specially organized for pilot nursing homess. Tian Lanning, Vice-President of China Association of Social Welfare and Senior Service and President of the SSIDC Senior Services Informatics Innovation Research Center gave a remote lecture entitled Application and Practice of Technology to Assess the Elders; Ke Wuen, President of Ningbo Yileyuan introduced the significance of assessment of the elderly to the standardization construction; Zheng Rui, Senior Researcher of the SSIDC Senior Services Informatics Innovation Research Center conducted on-the spot explanations on knowledge system of assessment of the elderly and practiced the assessment software.

 

At the training site, the deans applauded those brilliant and pragmatic speeches  from experts from time to time. They said that the standardization construction of nursing institutions is an urgent and there is pressure to implement standardization. The training meeting is highly-informed, advanced in concept, compact in time, and rich in content. We have made everyone clear about the objectives and methods of the pilot work. After we go back, we will implement it emphatically and work actively. We will strive to advance on schedule and achieve substantial results.
