2016 Social Organization Demonstration Project Supported by Central Finance, National Senior Service Institution Standardized Construction Pilot Work Training Session was Held in Shenzhen

From March 24-25, 2016, China Association of Social Welfare and Senior Service convened "National Senior Service Institution Standardized Construction Pilot Work Training Session" in Social Welfare Center in Yantian District, Shenzhen, where business training was developed under the theme of "concluding experience gained by the first batch of senior service institution standardization construction pilots, introducing promotion requirements, experts' interpretation of core standards and site visiting and learning for 2016 standardized construction pilot project of national senior service institutions supported by central finance". Chairman of China Association of Social Welfare and Senior Service Liu Guanghe, Senior Vice Chairman Zhang Mingliang, Vice Chairman and Secretary-General Feng Xiaoli, Deputy Director of Guangdong Provincial Civil Affairs Bureau, Rao Meiyi, District Mayor of Yantian District, Shenzhen City Wu Delin, Deputy Secretary of Shenzhen Municipal Civil Affairs Bureau Chen Yakai, Chairman of Shenzhen Municipal Social Welfare Association Tao Juan and other leaders attended the Session.

The Session was hosted by Senior Vice Chairman of China Association of Social Welfare and Senior Service Zhang Mingliang, Chairman Liu Guanghe, Deputy Director Rao Meiyi, District Mayor We Delin, Deputy Secretary Chen Yakai and Chairman Tao Juan made speeches. More than 200 directors from 40 senior service standardized construction pilot units of social welfare associations and senior service associations in 18 provinces (cities) all over the country and medical personnel attended the Session.

In the speech, Deputy Director Rao Meiyi expressed his warm congratulations to the convening of the Session on behalf of Guangdong Provincial Civil Affairs Bureau, sincere gratitude to China Association of Social Welfare and Senior Service for their careful preparation for the Session, and earnest welcome to all the leaders, experts and guests presented at the Session. He expressed his sincere gratitude to China Association of Social Welfare and Senior Service for convening the Standardized Construction Pilot Work Training Session of Nursing Institutions for the Aged in Shenzhen, Guangdong, and expressed that Guangdong Province would greatly carry out standardization in senior service field and make efforts to promote crossing development of senior service standardization.

In the speech, Chairman Liu Guanghe expressed his sincere gratitude to Guangdong Provincial Civil Affairs Bureau, Shenzhen Yantian District Government and Yantian District Social Welfare Center for their supports to the Training Session, and earnestly expected to promote the first batch of standardization pilot units and the second batch of standardization pilot units to actively develop interaction, mutually learn from each other, master scientific methods and practically promote works through this training session and field observation, and set a good example to improve service management level of national senior service institutions and intensify professional construction of talents team through standardization pilot works.

In early March 2016, China Association of Social Welfare and Senior Service undertook the project of "2016 Central Finance Supporting Social Organizations to Participate in Social Services" organized by Ministry of Civil Affairs, and actively cooperated with Ministry of Civil Affairs to select 22 institutions as standardized construction pilot unit of senior service institution across the country to develop standardization pilot construction of nursing institutions for the aged. The Session is the first training session of started project.

From 2012 to 2014, China Association of Social Welfare and Senior Service undertook the Project II of National Science-technology Support Plan during The 12th Five-year Plan of "Research and Application Demonstration Project of Construction of Comprehensive Information Service Platform for National Social Senior Service" entrusted by the Ministry of Science and Technology and organized by the Ministry of Civil Affairs--"Research on Construction and Standards of National Social Senior Service Standardization System". According to project requirements, select 20 nursing institutions for the aged all across the country as the first batch of national senior service standardization pilot units, which have been greatly improved in terms of facility construction standardization, equipment configuration standardization, post setting standardization, service supply standardization and quality management standardization after 6 professional trainings and experience exchanges, and have become the demonstration base of standardization construction of local senior service institution and have also accumulated abundant experience in construction of institution standardization pilots.

Vice Chairman and Secretary-General of China Association of Social Welfare and Senior Service Feng Xiaoli made a keynote speech about "2016 Promotion Requirements for the Project of Central Finance Supporting the Standardized Construction Pilot of National Nursing Institutions for the Aged", introduced state policy requirements to promote senior service standardization construction and working achievements gained in the first batch of senior service standardization construction pilots, and proposed defined requirements for 2016 senior service institution standardization pilots. She encouraged the second batch of pilot units to innovate practices to enable the senior service institution standardization pilot construction to practically play a role of supporting in promoting the standardization construction of senior service industry. President of Shenzhen Yantian District Social Welfare Center Hua Ling and President of the representative of the first batch of pilot units, Beijing Golden Heights Senior Service Institution Management Co., Ltd. Tan Jiangyi successively made an introduction to the pilot work experience; experts and scholars of senior service Tian Lanning, Shao Lei, Luo Yimin and Yin Ye gave professional instructions about facility construction in nursing institutions for the aged, equipment configuration, service supply, professional evaluation and health screening; professor Bai Luwei from French Institute of Psychomotor and Rehabilitation gave an introduction to experience gained in French senior service standardization construction; the Session organized site investigation, exchange and learning in Shenzhen Yantian District Social Welfare Center for pilot institutions.

The Session consists an important measure to carry out national standardization deployment in The 13th Five-Year Plan and promote construction of national senior service institution standardization pilots.
