CASWSS Senior Care Talent Leadership Program Successfully Launched

From 6 to 8 May 2023, during the 9th China International Senior Services Expo, China Association of Social Welfare and Senior Service (CASWSS) successfully held the launching ceremony of "CASWSS Senior Care Talent Leadership Program" project and "Special Training Camp for Professional Capacity Building of Senior Care Institution Directors" in Beijing. To earnestly implement the spirit of the "20th National Congress" of the Party, in line with the deployment of government departments on the implementation of the national strategy to actively respond to population aging, focus on the critical point of the training of talents in elderly services and take into full account the current situation of the development of elderly institutions after the pandemic, CASWSS organized a team of experts consisting of excellent practical managers and launched this training course through meticulous R&D in accordance with the needs of the industry. 


The training course was hosted CASWSS and organised by the Training Department of CASWSS and Beijing Zhongfu Elderly Culture and Technology Co., Ltd. Zhang Mingliang, Executive Vice President of CASWSS, and Sun Dyfei, Deputy Director General of Heilongjiang Provincial Civil Affairs Department, attended the opening ceremony and delivered speeches, while Chen Dongsheng, Executive Vice Secretary General of CASWSS, attended the opening ceremony. The opening ceremony was hosted by Li Jing, Vice Secretary General of CASWSS. More than 240 managers of civil affairs departments, directors and senior managers of elderly care institutions from 25 provinces and cities across China participated in the training, with Li Liangzhe, Executive Director of CASWSS Training Department, presided over the entire training session.

In his speech, Executive Vice President Zhang Mingliang expressed his heartfelt thanks to the Heilongjiang Provincial Department of Civil Affairs, Hulunbeier Civil Affairs Bureau and member organizations for their strong support to this training course, and he extended a warm welcome to all senior care colleagues who came from the front line of senior care services and gave their sincere care to the elderly. He pointed out that in 2023, CASWSS focused on the high-quality development of the elderly service industry and the promotion of the construction of the elderly service talent team, combined with the current urgent needs of the elderly service institutions for new changes and high-quality development, and in response to the current situation that the senior managers of elderly service institutions are not innovative enough and the management of key work areas is weak,CASWSS organized a team of experts to carefully develop and launch the "Ten Elements" training course for the practical management of elderly service institutions. The "Ten Elements" training course is designed to promote and improve the management and work efficiency of the directors of elderly care institutions, enhance the quality of their services and cultivate their service brands. Today, we held the opening ceremony of the "Special Training Camp for Professional Capacity Building of Senior Care Institution Directors" to officially launch the "CASWSS Senior Care Talent Leadership Program". The courses will cover senior management, middle management, core technical staff and caregiver training, etc. All participants are welcomed to actively participate in the programme. We hope that the participants will study hard, communicate actively, apply what they have learned and achieve results.

In his speech, Vice Director General Sun Dyfei, on behalf of the Heilongjiang Provincial Department of Civil Affairs, firstly expressed his warm congratulations on the successful launch of the "CASWSS Senior Care Talent Leadership Program" organized by CASWSS, and expressed his heartfelt gratitude to CASWSS for bringing high-quality training to the civil affairs departments and managers of senior care institutions in Heilongjiang Province; he said: "CASWSS continues to make efforts in the direction of professionalization, standardization, internationalization and normalization of senior care services. This training is one with high professionality and exquisite design, and easy for guiding practices. The civil affairs departments of all levels should cherish this precious learning opportunity and have a deep understanding of the importance of improving the capability of the managers of elderly care institutions. They should apply what they have learned, effectively improve their self-management level, bring into play the demonstration effect of leading excellence and daring to be the first, and make more and greater contributions to the development of elderly services in the province!


At the launching ceremony of the "CASWSS Senior Care Talent Leadership Program", Executive Vice President Zhang Mingliang, Vice Director General Sun Dyfei and Executive Vice Secretary-General Chen Dongsheng jointly pressed the launch ball and announced the official launch of the "CASWSS Senior Care Talent Leadership Program".

The training course had a strong line-up, with Ms. Yuan Zhi on "How to hold a good work meeting for a director", Ms. Liu Yanping on "How to formulate an annual financial budget based on the annual work plan", "How to carry out target responsibility decomposition and performance assessment", "How to hold a high-quality quarterly business analysis meeting (cost control points)", Ms. Tan Jianyi on "How to carry out institutional branding and integrated media marketing", Ms. Liu Changsong on "How to build a training system and create a talent ladder", Ms. Xia Ruixue on "How to scientifically formulate an annual work plan for a retirement institution", Ms. Meng Qingjuan on "How to complete a training system and build a talent ladder". Ms. Liu Changsong presented "How to build a training system and create a talent echelon", Ms. Xia Ruixue presented "How to scientifically formulate the annual work plan of a nursing institution", Ms. Meng Qingjuan presented "How to complete a high-quality hospital tour by the director", "How to complete a high-quality supervision and inspection by the administrator (PDCA closed-loop management)", Ms. Jiang Shuyi presented "How to make social work innovative in elderly institutions". The seven participants gave professional and systematic lectures.

On 8 May, President Feng Xiaoli attended the concluding ceremony of the training course and made a concluding speech. First of all, she expressed her heartfelt thanks to the Heilongjiang Provincial Department of Civil Affairs, Hulunbuir Civil Affairs Bureau and its members for their great support to the training course, and to the participants of the course. She said: In the past 13 years since its establishment, the association has actively cooperated with government departments to guide social forces to participate in social welfare and elderly services, promoted policy implementation, effectively played a leading role in technology research and development, standardization, information construction and professional talent team building; and elaborated a set of training for the industry, including training systems for senior managers, middle managers, core technical staff and front-line nursing staff. In 2023, the association focused on the needs of the development of the professional talent team of elderly services and launched the "CASWSS Senior Care Talent Leadership Program" and the "Special Training Camp for Professional Capacity Building of Senior Care Institution Directors" training course in time to help the construction of the talent team of elderly institutions and cultivate service brands. At the same time, we have also met with a good era, as the Party and the government are concerned about people's livelihood, and the times have bestowed us, a group of elderly care people, social responsibility and a huge space to play our role. We have also enjoyed good policies. Based on the implementation of the national strategy to actively respond to population aging, the State has issued the Guideline to Promote the Development of National Undertakings for the Aged and Improve the Elderly Care Service System during the 14th Five-Year Plan Period (2021-2025), which has made very detailed requirements for the future development of the country. After the three-year pandemic and under the current evolving international situation, China's economy needs to develop rapidly, and social services are at the heart of this, with elderly care services rising to the top. In addition, elderly care services, with the development of China's social economy, science and technology and the growing aspiration of the people for a better life, have put forward new requirements for us elderly care people. Elderly care services is one of the most massive, detailed and comprehensive disciplines, and CASWSS has organized experts to create a practical course system to help you improve the management level of institutions, enhance service quality and cultivate corporate brands. She expected the participants to: firstly, study and understand the latest national policies on elderly care services, pay attention to talent cultivation and fully understand the importance of the training; secondly, put the "10 elements" of practical management for directors into practice, continuously improve work methods quality and efficiency; thirdly, she hoped that the young people in the post-80s and post-90s will continue to improve and become the core force of elderly care services.

The three days of training were well organized, with participants listening intently, communicating actively in a lively atmosphere; the high quality of the course content, the scientific course design and the variety of training formats were highly praised by the participants, who expressed their gratitude to CASWSS and their determination and confidence in the subsequent management of the organization.


Wang Qiong, Director of the Elderly Services Division of the Hegang Municipal Civil Affairs Bureau of Heilongjiang Province, said that: "I would like to thank CASWSS for its contribution to the development of elderly services in China and thank the expert lecturers for the excellent courses. The "ten elements" of practical management of elderly institutions are very practical and must be mastered by every manager in the elderly care industry. Through this training, I have learned multiple new ways of thinking and new methods, and I will apply the knowledge I have gained in the training course to my practical work and continue to summarise and refine it, so that more elderly people can receive quality care and the quality and efficiency of the elderly care institutions I work in would be better improved.

At the completion ceremony, CASWSS issued the "National Training Certificate for Professional Capacity Building for Directors of Elderly Institutions" to all participants. The training course was a great success.
