CASWSS Release Three Group Standards in Support of Talents Team Building for Elderly Service: Vocational Technical Requirements for Elderly Rehabilitation Service, Elderly Health Management Service an

In order to implement earnestly the national arrangements of the 14th Five-Year Plan on advancing high-quality development of the Senior Service industry and accelerating related human resources development, Group Standard Technology Committee of the China Association of Social Welfare and Senior Service (hereinafter referred to as GSTC), together with the experts of the industry and related scientific research institutes, has researched and developed three group standards, the Criterion on Vocational Skill of Senior Rehabilitation Service, Part 1: Skill Requirements, the Criterion on Vocational Skill of Senior Health Management Service, Part 1: Skill Requirements, the Criterion on Vocational Skill of Traditional Chinese Medicine Senior Health Care Service, Part 1: Skill Requirements, based on the industrial needs and the vision of innovative development during the 14th Five-Year Plan period set by the China Association of Social Welfare and Senior Service. These standards have been released and implemented earnestly on January 18th after the review of the Secretariat of GSTC. 

Since March 2021 when the project of the Three Group Standards was approved and under the leadership of President Feng Xiaoli, GSTC has overcome the difficulties due to the pandemic and innovated the working way of Group Standardization. The association has organized the draft team consisting of experts from more than 20 related scientific research institutes, vocational colleges and senior service institutes, including the China Rehabilitation and Research Centre, Guangdong Zhuoyue Social Service Evaluation Center, Chengdu Railway Health School, Changsha Social Work College, Hangzhou Normal University and Hunan Traditional Chinese Medical College. According to the set time nodes, innovative research has been conducted orderly, and various conferences including Standard Initiation Conference, Technology Review Conference, GSTC Internal Review Conference have been successfully convened. 

In March 2021, GSTC convened Project Settlement Conferences on the Three Group Standards separately. During the conferences, the expert groups highly confirmed the necessity to draw up the Three Group Standards, acknowledged the significance of the standards and appraised the solid capability of the draft team. They all approved the project of the Three Standards. President Feng Xiaoli raised the overall requirements for drafting, and clarified the three principles for standard compilation. Firstly, the standards should reflect the requirements of the related national departments on 'enhancing the standardization of vocational training', gradually set up a diversified and multi-levelled system of standards in senior service vocational training; secondly, the draft of the standards should refer to the results the China Association of Social Welfare and Senior Service has achieved through years of efforts in senior service personnel vocational training, while the contents of the standards should keep in line with the current national standard and industry standard; thirdly, the contents should be combined with the job demand and quality need of the industry, scientifically position the practical skills mastered at different occupational levels, and lay a sound foundation for the research and development of vocational training materials. The formulation of the Three Group Standards is the new exploration of the China Association of Social Welfare and Senior Service according to the need to upgrade service and management in the senior service industry, in order to innovate group standardization construction, and focus on developing new technology and modes for senior rehabilitation service, geriatric health management services and geriatric Chinese traditional medical care service. These will provide technological support for senior service vocational training.

From October to December 2021, the Secretariat of GSTC has made careful modifications and improvements for the Three Group Standards based on the expert team's suggestions on the framework, terminology and definition of the standards, and the final version of the standard draft and review opinions was made. The expert team all agreed that the Three Group Standards made by the association were in time, and were formulated through deep researches and data analysis on the domestic senior service industry, as well as discussions by experts from related industries, enterprises and institutions. The proportion distributed for theories and practical skills is suitable, and the contents stick to the core skills of the related jobs. With a reasonable structure, the standards are characterized as scientific, forward-looking and practical, thus being easy to popularize and apply. The process of the formulation was scientific and rigorous, which can provide strong guidance to related service fields. With complete releasing conditions, the expert team suggested the Three Group Standards be released in accordance with the procedure as soon as possible, and be widely implemented and publicized in vocational colleges and senior service institutes.

Experts participated in the review

After the release of the Three Group Standards, the CASWSS will keep attention to the implementation of the standards and accelerate the second part of the Three Group Standards, the third part of the training requirements and the comprehensive evaluation requirements. The association will give full play of the basic role of the group standards of senior service occupational capability in the improvement of vocational education and the industrial service and management quality. We will support vocational colleges and senior service institutes to carry out vocational training, accelerate efforts to solve the bottleneck problem of acute shortage of skilled personnel in the senior service industry, and provide intellectual support for the high-quality development of the senior service industry during the period of the 14th Five-Year Plan.
