On May 29, “1 Plus X” Certificate Pilot Project of the Ministry of Education: Online Promotion Conference of Certificate Pilot Project of Vocational Skill Testing Level in Elderly Care for 2020 New Pilot Colleges was held in Beijing. Under the guidance of China Association of Social Welfare and Senior Service (CASWSS), the conference was hosted by Beijing Zhongfu Elderly Culture & Technology Co., Ltd. and co-hosted by Beijing Medical Time Technology Development Co., Ltd., one of the pilot project evaluation stations in Beijing. Feng Xiaoli, President of CASWSS, head of the promotion group leader of the project, and Li Bin, President of Changsha Social Work College attended the conference, which was hosted by Han Hua, Secretary General of CASWSS and deputy head of the promotion group leader of the project. More than 500 leaders and heads in charge of the pilot work of 143 pilot colleges and 112 social training institutions from 24 provinces and cities including Beijing, Tianjin, Shanghai, Chongqing, Jiangsu, Zhejiang, Anhui, Fujian, Jiangxi, Hubei and Hunan attended the online promotion conference.

President Feng Xiaoli delivered a speech at the promotion conference. On behalf of CASWSS and the pilot project promotion group, she paid a high tribute to all colleagues of pilot colleges and training institutions who actively participated in epidemic prevention and control, and expressed heartfelt thanks to leaders and staff of all units who have been supporting and actively participating in the training of elderly care professionals for a long time.

In her speech, President Feng Xiaoli, first of all, combined with the important directive spirit of Premier Li Keqiang in the government work report of the third session of the 13th National People's Congress to strengthen vocational skills training, encourage more workers to gain skills and have good jobs, elaborated the great significance of the country's efforts to promote vocational education reform: vocational education should serve the construction of a modern economic system and achieve higher level to meet the needs of better quality employment, to meet the development trend of science and technology and market demand, to promote employment and adapt to the needs of industrial development, to encourage and support all sectors of society, especially enterprises, to actively support vocational education, to focus on training high-quality workers and skilled personnel, to significantly improve the modernization level of vocational education in the new era, to promote economic and social development and improve national competition to provide high-quality human resources support.

Secondly, she summarized the achievements of the pilot project of from 2019 to now. In the past year, CASWSS has guided the company to actively organize pilot colleges and evaluation institutions to participate in the pilot work in strict accordance with the notice requirements of the Ministry of Education on “Implementation of the Pilot Program of ‘Diploma plus Several Vocational Skill Level Certificates’ System in Colleges and Universities” and “Measures for Supervision and Management of Vocational Skill Level Certificates (Trial)”. 231 pilot colleges, such as Changsha Social Work College, attached great importance to the pilot work, actively cooperated with training evaluation organizations to participate in project promotion meeting, teacher training, evaluation and examination personnel training, and effectively gave play to the advantages of vocational skill teaching resources of the school, and organize the students in the school to carry out primary, middle and senior vocational skill training for elderly care according to the schedule and evaluation work; 28 provincial assessment stations have been set up in all provinces (cities and autonomous regions), 216 evaluation sites have been set up; assessment and evaluation group standards, training materials and relevant management systems have been issued, which were effective in the pilot work. After one year's active efforts, professional skills training and assessment system for elderly care has been innovated and established nationwide. Nearly 20000 students have completed the assessment, which has laid a good foundation for the pilot work in the future to be promoted nationwide, and cooperate with the government departments to develop new professional skills in the field of senior service and promote the pilot work.

President Feng Xiaoli proposed four requirements for new pilot colleges to participate in the pilot project in 2020:

First, attach great importance and strengthen learning. We should organize project managers in time, study the spirit of relevant documents of the national vocational education reform and the pilot project of the 1 plus X certificate system of the Ministry of Education, deeply understand the importance of deepening the reform of vocational education and promoting the pilot project of the 1 plus X certificate system, and enhance the sense of responsibility and mission.

Second, make timely deployment and effective promotion. The new pilot colleges are required to earnestly implement the work deployment in the “Implementation Plan of the Pilot Project of Senior Care of ‘1 plus X’ Certificate System of the Ministry of Education”, deeply understand the key links of the project promotion, do a good job in the coordination and connection of the project implementation, and focus on the combination of senior care vocational skill level standard with its own professional teaching standards, curriculum, professional training. Notice the schedule of pilot work to ensure the planned implementation of pilot work;

Third, pay attention to training and ensure quality. Organize the relevant personnel of the project to carefully study the relevant management system, vocational skill standards and vocational skill training materials of the pilot project o, organize the teacher training, be familiar with the working process and quality requirements of training and assessment, improve the quality of training work, and lay a solid foundation for the next assessment and assessment work;

Fourth, strengthen communication and cooperate closely. Each pilot college and assessment institution are important implementation institution of the pilot work. The integration, identification, timely communication and close cooperation between the two sides are the key factors to promote the pilot work. It is hoped that everyone will contact in time after the promotion conference. Through the innovation of the pilot project, a cooperation mechanism for the training of elderly care service talents will be established, so as to jointly cultivate the service brand of talents training and provide professional and technical personnel for the elderly care of the region, so as to make positive contribution to the construction of talent team.

Finally, she said with passion: 2020 is a special year. It is not only the year of the end of the 13th five-year plan, but also the year of the rapid growth of the demand for senior service under the background of accelerated aging. The senior service industry is looking forward to the rapid cultivation of professional nursing and caring talents. It is believed that with the active efforts and close cooperation of the pilot units, the pilot task of 1 plus X senior care vocational skill level certificate of the Ministry of Education will be successfully completed to promote the senior service, which will make positive contributions to building industrial capacity and improving the well-being of the elderly.

At the promotion conference, Li Bin, Li Bin, President of Changsha Social Work College, shared the experience of participating in the pilot project on behalf of the first pilot colleges. He introduced the achievements of Changsha Social Work College in expanding the vocational education of senior care and management over the years: in 2014, elderly care and management, nursing (the direction of elderly care) were selected as the national model professional college of elderly care by the Ministry of Education, the Ministry of Civil Affairs and the health and National Health and Family Planning Commission; in 2019, it was approved by the Ministry of Education and the Ministry of Finance as the national high-level vocational school construction college, and senior care and management professional group was determined as high-level professional group. In the process of building "double high-quality colleges ", the college actively participates in and promotes the 1 plus X project, and takes the reform of vocational skill level certificate as an important starting point to strengthen the connotation construction, improve the quality of personnel training and promote high-quality employment. He actively participated in the research and development of intermediate standards and teaching materials for the pilot project of senior care vocational skill level certificate, and took the lead in training and evaluation, which was fully affirmed by Vice Premier sun Chunlan. President Li Bin put forward three ideas for further development of 1 plus X work achievements: first, to promote the 1 plus X pilot work through key programs; second, to promote the 1 plus X project through the integration of industry and education, and school-enterprise cooperation; third, to strictly implement the relevant requirements of the Ministry of Education, implement the use of special funds, ensure the standard and effectiveness of the pilot funds for the reform of vocational skill level certificates, and ensure the exemption of students to receive training, use teaching materials and take examinations, and to ensure that as many students as possible participate in the training and assessment of vocational skill level certificate of elderly care.

Next, Han Hua, deputy head of the promotion group leader of the project, explained the relevant policies of the pilot project of the 1 plus X certificate system in detail through on-line lecture, elaborated the key tasks of the project promotion, emphasized the schedule of the pilot project, introduced free video courses including “Interpretation of the Senior Care Vocational Skill Level Standard” “Introduction to the Senior Care Vocational Skill Level Textbook” “Introduction to Zhongfu Learning and Examination Platform for Vocational Education”. She required the participants to earnestly implement the four requirements of President Feng Xiaoli for solid promotion of the pilot project after the conference, formulate and effectively implement the project promotion plan, so that the pilot project can be firmly implemented.
