On October 28, 2020, when celebrating the eighth Elderly Day, the fifth meeting of the second council of China Association of Social Welfare and Senior Service and the "Exchange and Sharing Conference on the Development of Senior Service Industry and Professional Team Construction in Post Epidemic Period" was successfully held in Beijing. A series of activities with rich content were held at the same time, and achieved good results.

First of all, China Association of Social Welfare and Senior Service (hereinafter referred to as "CASWSS") held the ninth executive council meeting, the fifth council meeting and the provisional member congress of the second council. The meeting was held online and offline. About 500 executive council members and council members of CASWSS attended the meeting, more than two-thirds of the representatives should be present. It was in accordance with the regulations of the association and the meeting was effective.

The ninth executive council meeting of the second council first deliberated and approved the voting methods and the list of electoral scrutineers for the ninth executive council meeting of the second council of CASWSS, the agenda of the fifth meeting of the second council of CASWSS, the agenda of the provisional member congress, and proposal of adding new vice presidents and deputy secretary general.

At the following fifth meeting of the second council, President Feng Xiaoli gave a briefing on the major work of CASWSS in the first three quarters of 2020, which highly summarized the work achievements of the association in the past 10 years and summarized the promotion of the association's key work in 2020. She pointed out: 2020 is a year for China's senior service industry to forge ahead in the face of epidemic challenges. It coincides with the 10th anniversary of the establishment of CASWSS. Over the past ten years, under the guidance of the Party group of the Ministry of Civil Affairs, with the trust and support of relevant government departments, led by the administrative department of the Ministry of Civil Affairs, and strongly supported by the Vice President members and all other members, as well as the enthusiastic participation of the whole society, the two leading groups of CASWSS have not forgotten original intention, kept mission in mind, and actively cooperated with government departments to promote the development of social welfare and senior service, strengthen the construction and management of social organizations, focus on the four major functions of social organizations to serve the country, the society, the people and the industry, and implement the purpose of "improving people's livelihood, promoting the scientific development of social welfare and senior service", give full play to the core leadership role of Party organizations, and earnestly perform the work responsibilities of industry associations to serve the overall situation, and develop in an innovative way, effectively improving the ability to serve the society, and leading all members to make positive contributions to promoting the scientific development of social welfare and senior service.

President Feng Xiaoli gave a briefing on the major work of CASWSS in 2020. She believed that under the influence of the epidemic situation and difficulties in the promotion of various work, the leading group of CASWSS led the working team to work together, overcome difficulties, promote business and plan for development. From the first quarter to the third quarter, the major work achievements were remarkable:

First, respond quickly. CASWSS conscientiously implemented the decision and deployment of the Party Central Committee and the State Council, following the requirement of the Party Group of the Ministry of Civil Affairs, set up the leading group for epidemic prevention and control, formulated the implementation plan for the epidemic prevention and control, and quickly push forward. CASWSS took of 300,000 yuan from the association's own funds to purchase epidemic prevention and emergency supplies to support nursing homes in Wuhan, and organize CASWSS members to support Wuhan in various ways. CAWSS also participated in the “Special Action Plan for Vocational Education Empowerment and Quality Improvement” of Hubei Province to make contribution to helping Hubei Province to fight against COVID-19, resume work and production.

Second, overcome difficulties and effectively promote the Ministry of Education's 1 plus X certificate system: the pilot project of vocational skill level certificate for elderly care. CASWSS has guided Beijing Zhongfu Elderly Welfare Culture Technology Co., Ltd to earnestly implement the spirit of the Ministry of Education's "Pilot Program for the Implementation of the System of “Academic Certificate plus Several Vocational Skill Level Certificates” issued by the Ministry of Education, studied and formulated the project implementation plan and effectively promoted it, so as to promote the rapid integration of high-quality education resources and senior service industry, and established a national innovation and cooperation mode for the cultivation of vocational and technical talents, as well as the assessment and evaluation system of vocational skills in the field of senior service. Through the pilot project of the Ministry of Education, a collaborative and regional linkage mechanism has been established with vocational education management departments, industry associations, pilot colleges, assessment and training institutions and senior service brand enterprises in all provinces, which has laid a good foundation for cooperating with government departments to strengthen the construction of senior service professional team in the future.

Third, adhere to the guidance of public opinion and achieve remarkable results in the construction of welfare culture. In 2020, with the official website and Welfare China magazine as the platform, CASWSS effectively promoted the construction of welfare culture through "holding the banner, gathering the hearts of the people, cultivating new people, promoting culture and displaying good image". In particular, during the outbreak of the epidemic, CASWSS publicized and encouraged the good deeds of members to fight the epidemic, and effectively played the guiding role of public opinion in the industry.

Fourth, the service capacity of branches has been significantly enhanced based on the industry demand. The Child Welfare and Protection Branch, Home-based Community Service Branch and Traditional Chinese Medicine Health Service Branch actively cooperate with the overall development of CASWSS, earnestly perform their duties, innovate and expand their business. In particular, Beijing Zhongfu Elderly Welfare Culture Technology Co., Ltd overcame the difficulties of less staff, tight time and heavy tasks, and vigorously promoted the Ministry of Education's 1 plus X Certificate System, the Pilot Project of Vocational Skill Level Certificate for Elderly Care, and good results have been achieved. The working team grew up in the process of tempering, and the service ability was further improved, which created good social and economic benefits for CASWSS.

Fifth, continue to consolidate the foundation of Party building and comprehensively improve the level of Party building. The Party Branch of CASWSS implemented the deployment of the higher Party committee, formulated and seriously implemented the standardized construction plan of the Party branch of CASWSS, which planed, deployed, promoted and evaluated the Party building and business work together, playing a core leading role in the development of CASWSS.

In concluding the work, President Feng Xiaoli stressed: "the 14th Five-year Plan" will be a major opportunity period for the development of CASWSS. We will continue to uphold the purpose of "improving people's livelihood, promoting the scientific development of social welfare undertakings and senior service industry", and focus on cooperating with the government in implementing relevant policies to improve people's livelihood and promote the development of the industry. Under the guidance of higher level government, we should make a good plan, set up a good position, build a good platform, organize and mobilize social forces to further participate in the development of social welfare and senior service, and work with all members to strengthen confidence, inspire spirit, face difficulties and work hard, so as to jointly create a new situation in the construction and development of CASWSS.

According to the agenda, the meeting deliberated and unanimously approved the work report of CASWSS in 2019 and work points in 2020, the proposal to increase the content of Party building and socialist core values in the articles of CASWSS, and the financial work report and budget implementation of CASWSS in 2019 and the report and the budget for 2020, the work plan for the term change of CASWSS, the proposal for CASWSS to postpone the holding of the 9th China International Senior Services Expo, the proposal for the establishment of a legal service department by CASWSS, and the preparation for the establishment of the branch for the construction of professional talent team for the elderly, the proposal for adding Li Bin as the Vice President of the Second Council of CASWSS, the proposal of adding Cheng Haijun as Deputy Secretary General of the Second Council of CASWSS, and the suggested list of new executive council member,  council member and member of CASWSS.

After the council meeting, CASWSS immediately held the "Exchange and Sharing Conference on the Development of Senior Service Industry and Professional Team Construction in Post Epidemic Period". Vice President Wu yushao focused on the development trend of the senior service industry during the 14th Five-Year Plan period. President Zheng Gongcheng stressed that the development of senior service in the new era should start from the reality of improving people's livelihood, shift from economic security to comprehensive security, and attach importance to government responsibility. In addition, President Feng Xiaoli delivered the speech with the topic of creating a new situation for the development of the industry with "serving the overall situation, condensing wisdom and gathering strength" to share the gratifying achievements of the development of senior service industry during "the 12th Five-Year Plan" period and "the 13th Five-Year Plan" period, analyzed the difficulties in the development of the industry, and put forward positive suggestions on how to determine the work focus and promote it solidly; President Ling Feng focused on modern rehabilitation's warmth and revolution for the elderly, focusing on the important role of modern rehabilitation technology played in the combination of medical and nursing care for the elderly.

The conference discussed the development of senior service industry in the future and the work of accelerating the training of professional and skilled personnel from multidimensional perspective.
