Conference on the Establishment of CASWSS Group Standard Technique Committee Held in Beijing

On 29^th October, Conference on the Establishment of China Association of Social Welfare and Senior Service Group Standard Technology Committee was held in Beijing. Zhen Bingliang, Party Secretary of Social Welfare Center of Ministry of Civil Affairs(MCA), Vice Chairman and Secretary of National Social Welfare Service Standardization Technique Committee; Feng Xiaoli, President of China Association of Social Welfare and Senior Service(CASWSS); Yuan Xiaopeng, Head of Standardization Creation Management Department of State Administration for Market Regulation; Li Jianjun, Liu Youxue, Tian Lanning and Meng Fanli, Vice Presidents of China Association of Social Welfare and Senior Service were present at the conference. More than 70 senior service experts and managers of standardization pilot units attended the conference. President Feng presided over the conference. 

In March 2018, introduced by MCA and approved by Standardization Administration of the P.R.C., CASWSS was confirmed as the 2nd batch of standard pilot units. The establishment of CASWSS group standardization committee is an effective measure to carefully implement State of Council on Reform Proposals on Deepening Standardization Construction, General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and Standardization Administration of the P.R.C. on Suggestions on Cultivating and Developing Group Standardization, organize and mobilize quality service resources to actively participate in senior service standardization and promote senior service institutions improve quality and efficiency.

At the conference, Han Hua, Secretary General of CASWSS read out the Notification of Office of Standardization Administration of the P.R.C. on Printing the 2nd Batch of Group Standard Pilot Units; Liu Youxue, deputy head of CASWSS Group Standardization Technique Committee preparatory team reported their former preparations for this conference. Chairman, Vice Chairman, Secretary General, and Core Members and Expert Committee Members were elected during this conference. Rules of CASWSS Group Standardization Technique Committee, Regulations on CASWSS Group Standardization Technique Committee, Working Instructions on CASWSS Group Standardization Technique Committee Secretariat, 3-Year Working Plan of CASWSS Group Standardization Technique Committee were approved. President Feng announced the formal establishment of CASWSS Group Standardization Technique Committee. 

Zhen Bingliang and Yuan Xiaopeng addressed the conference. On behalf of National Social Welfare Service Standardization Technique Committee，Zhen Bingliang warmly congratulated CASWSS on the establishment of CASWSS Group Standard Technique Committee, and congratulated the newly elected committee members. He said that now group standard is a pilot project currently being put forward. The establishment of CASWSS Group Standard Technique Committee is based on its 150 senior institutions standardization pilot projects across the country, which can be regarded as its achievement of hard working and efforts, innovation and exploration. He then expressed three demands for future work of CASWSS Group Standard Technique Committee. First of all, he hoped CASWSS Group Standard Technique Committee can adjust and carry out projects according to MCA’s standardization construction and set their own goals, making contributions to a higher quality senior service development through revising group standard. Second, linking up and seeminglessly connect group standard with national standard, industrial standard and regional standard according to overall planning and real demands of senior service standardization construction. Third, closely rely on committee members and CASWSS member units, in line with requirements of “I revise what I do” “I do what I revise”, seize the core industrial steps and key business to formulate group standards that are operational, meet industrial development demands, reflect industrial development practice, play a leading role, so as to make contributions to promoting the solid management foundation of senior service institutions.    

On behalf of Standardization Creation Management Department of State Administration for Market Regulation, Yuan Xiaopeng warmly congratulated CASWSS on the establishment of Group Standard Technique Committee, and gave warm encouragement to CASWSS for timely putting Standardization Administration of the P.R.C. demands on coordinated development of national standard, industrial standard and group standard into practice. He hoped CASWSS will tightly attach to the development demands from all walks of society toward senior service industry, adjust to the growing trend, fulfill social responsibility, accelerate reasearch and development of senior service group standard, so as to meet fast developing demands of senior service industry in the 13th Five Year Plan. He expressed three demands for future work. First, strictly control the process of setting up a group standard project. Second, take fully advantages of fast speed, short period, flexible mechanisms of group standard, setting up group standard that can reflect home and abroad advanced level. Third, pay highly attention to applicability and operability, encourage senior institutions in group standard work.  

President Feng Xiaoli made an end speech. First of all, she sincerely expressed appreciation to the trust and guidance from MCA and State Administration for Market Regulation, and the efforts from present experts and practitioners to senior service group standardization construction. She said the formal establishment of CASWSS Group Standard Technology Committee bears hope of government department for social organizations to participate in senior service standardization construction. It is also the demand of industrial development, the new form of creative development of standardization construction, as well as the opportunity for CASWSS to play social organizations role in gathering wisdom, intensifying function of serving society and widening business. The first session of CASWSS group standardization technique committee will live up to expectations and work in the following aspects. First, set the tone and direction and serve the overall situation. Actively cooperated with MCA to promote senior service standardization construction and improve quality and efficiency of senior institutions, lay a solid foundation of senior institutions development through revision and application of group standard. Second, catch demands and fulfil responsibilities. Under the guidance of State Administration for Market Regulation and National Social Welfare Service Standardization Technique Committee, CASWSS group standardization committee will research urgent needed standards to meet the needs of member units and industrial development. Third, exchange and learn and improve capability. Strengthening group standardization experts team building, and learn from the foreign peers modestly, therefore improve professional levels in revising group standards. Fourth, bold to create and practice. With the help and guidance from superior department, CASWSS group standardization committee will strictly attach to regulations and demands of revising group standard, transform group standard to approval standards, conduct senior service certification project with professional institutions, work together with government to establish the third party assessment and certification mechanisms of senior service.  

 Conference on the Establishment of CASWSS Group Standard Technique Committee was successfully concluded in a lively atmosphere. Committee members said they will shoulder the responsibility and act in time, dedicating themselves at a new platform and living up to their leaders’ and CASWSS’s expectations. 

First batch of group standard project approval review meeting was conducted after the conference. Senior Institutions Standardization Construction Quality Evaluation Technique Norm(Draft Version), Senior Institutions Facility and Equipment Allocation Norm(Draft Version), Senior Institutions Health Management Service Norm(Draft Version) were reviewed.
