CASWSS The Home Care Division Founded in Beijing

On Oct 16, CASWSS The Home Care Division was founded in Beijing. Feng Xiaoli, President of CASWSS, Li Jianguo, President of Beijing Senior Care Industry Association, Tian Lanning, Vice President of CASWSS and other leaders were present at the the inauguration ceremony as well as the First General Meeting. About 60 enterpreauers and experts attended the meeting.

The year of 2016 marks the beginning of Chinese 13th Five-Year Plan. The party and the state attach great importance to the development of the senior service industry, plan for the construction of social senior service system in the overall height of the national economy and the social development, clearly put forward "building a home-based, community-backed on, institutions-suppled multi-level senior service system", and issued a series of policies to promote the construction of social senior service system. On July 13, 2016, the state promulgated the Notice of the Ministry of Civil Affairs and the Ministry of Finance on Providing Support to Carry Out the Reform and Pilot Work of Community-based Home Care Services by the Central Government, which is a great to the development of community-based home care service. To enhance the comprehensive service capabilities of home and community care through government support, social forces operations, market-oriented operation, to consolidate the basic status of community-based home care service in senior service system and to meet home care needs of the vast majority of the elderly by summing up and promoting its development experience through the pilot reform. In this background, CASWSS The Home Care Division was founded at the right time.

First, the branch preparatory group made a report about the situation of the preparatory work of the branch to the participating representatives, made introductions to the participating experts and the first member representatives. The conference delegates voted unanimously the "CASWSS The Home Care Division Regulations", "List of candidates for the first board of directors of CASWSS The Home Care Division Regulations" and "List of candidates for the head of CASWSS The Home Care Division Regulations". The branch board chairman, vice chairman and secretary general was elected. Yao Li, the founder of the Beijing CAJ Co., Ltd., was elected as the president of CASWSS The Home Care Division.

CASWSS The Home Care Division Regulations writes that "After its establishment, the main tasks are: to cooperate with the government departments to implement the relevant policies and laws and regulations on community-based home care services, to integrate social resources to actively participate into community-based home care services;to cooperate with the government departments to carry out community-based home care service standard revision and promotion; to organize occupational skills training for staff at community-based home care service facilities; to explore community-based home care service model according to the needs of the market, and actively cooperate with the government to carry out the pilot assessment and improvement work in innovative ways; to organize the academic studies and promotion work in the field of community-base home care service, and defend the institutions' and staff's legitimate right."
President Feng Xiaoli delivered a speech at the conference. She extended warm congratulations on the establishment of CASWSS The Home Care Division and congratulated the elected chairperson, vice-chairmen and the secretary-general, and made the following points for the future work of the club:

First, we must understand the mission and grasp the positioning. The division should conscientiously study and understand the relevant policies of the State to promote the development of community-based home care services, and clarify the role of social organizations in promoting the development of community-based home care services, be in line with government departments on promoting the community-based home care services, actively organize all kinds of social resources to participate in the community home care services, cooperate with the government departments to carry out community home care service standards revision and promotion, provide innovative practical experience for the national policy implementation; organize members to make in-depth investigation and study around community home care service practice focus on its difficulties and problems, and put forward policy recommendations so as to contribute to the development of community-based home care services. 

Second, we must cultivate service brands. We should take the service needs of the elderly at home as the orientation, focus on the scientific development of the community-based home care service enterprises, organize our members to carry out international and domestic exchanges extensively, learn from the advanced experience, improve service capabilities, create service brand and promote coordinated development.

Third, manage the division in scientific way in accordance with the law. To strictly abide by the relevant national policies, laws and regulations, bring the work of the division into the CASWSS's overall work, to strengthen communication with the relevant departments of the Association, to learn from each other, and continuously improve management capacity; to protect the members rights and help the members solve problems and improve the ability to serve the members, enhance cohesion and promote sustainable development.

Ms Feng encouraged all members of the branch, with the good opportunity of national economic and social development in 13th Five-Year Plan, under the community's attention and help, to firm confidence, and overcome difficulties, do a solid work, to create a new work situation , and make due contributions to continuously improve the senior's welfare!

Symposium on Community-based Home Care was held after the General Meeting. Zhang Xiaofeng, Director of the Elderly Welfare Bureau of Department of Social Welfare and Charity Promotion, Ministry of Civil Affairs, Li Jianguo, President of Beijing Senior Service Industry Association, Dr. Hanne Helleshoej, Dean of Health Care College, Fredericia, Denmark shared their research achievements at the symposium with the title of "Policy Interpretation of National Pilot Reform on Home Care and Community Care Service", "Research and Practice on Chinese Model of Elderly Care" and "Introduction to Danish Home Care System". Participants had extensive exchanges, made positive recommendations on how to do a good job in the division. The meeting was a complete success.
