Firstly, vigorously promote construction of rural nursing institutions for the aged. Carry out livelihood projects to actively develop construction of rural nursing home, and maintain and reconstruct 60 thousand beds in public nursing institutions for the aged based on rural nursing home. Sichuan was the first to develop pilots of building regional rural senior service centers by virtue of township central nursing home in the whole country, and it planned to build 400 regional rural senior service centers in the entire province in 2015-2016, and till now, it has built 105 regional rural senior service centers. Sichuan has gradually built a batch of regional rural senior service centers with good operation benefits and complete maintenance functions by improving facility conditions, improving supporting service functions, and playing the role of leading and demonstration.
Secondly, actively promote rural mutual pension. Fully integrated idle resources in rural area through the forms of village sponsor and government support, build new (rebuild) rural senior service facilities, and applied the management mode of self-management and mutual service to provide daytime caring and other services for the elderly in rural areas and provided supports for rural home-based senior services, which has relieved the current problem of lagged rural senior service facilities and met demands on living, fitness, entertainment, spiritual consolation and other aspects of rural left-behind elderly. Till now, there have been 5070 mutual service welfare homes in rural areas in the entire province.
Thirdly, actively promote community pension and home-based senior in rural area. Incorporated "Adding Construction of Rural Community Daytime Caring Center" into livelihood projects and livelihood events of provincial party committee and provincial government, and there were 1600 rural community daytime caring centers established. Have created 54 provincial socialized demonstration communities for senior services in rural areas, and provide various services for the elderly through government purchase service and other forms. Greatly supported primary elderly senior citizen associations to participate in home-based senior services for empty-nest elderly in rural areas, and gradually explored for a brand new rural pension mode. Coverage rate of rural community and home-based senior services in the entire province has reached 50%.
Fourthly, establish a complete "three subsidies" system. Established and improved old-age allowance system for the elderly over 80 years old and with low income, home-based senior service subsidy system, and actively explored to establish a long-term elderly nursing subsidy system. Grant old-age allowance to 740 thousand low-income senior citizens aged above 80, and provide home-based senior service subsidies to 2 million disabled senior citizens aged above 80 in poor families.
