Sanya Issued Security Measures of the Disabled of Sanya

Approved by Sanya municipal government executive meeting, Guarantee Measures of the Disabled of Sanya (hereinafter the Measures) provides care and support to the disabled in Sanya in terms of education assistance, employment, entrepreneurship and life. 

In regard to education assistance, the Measures requires not to discriminate aganist the disabled students in enrollment, education and teaching. Meanwhile, Sanya government provides financial support to the disabled students. During the compulosary education stage, special education schools and the disabilities attending classes are subsidized with public funds of RMB 6000 yuan per student per year. Sanya government awards scholarships to disabled undergraduates, children with a disabled parent who has been treated with basic living allowance; as well as undergraduates of disabled families not enjoy basic living allowance but with family members who are suffering from physical, visual, intellectual and mental disabilities. Here are the specific scholarships criteria: RMB 4500 yuan for doctoral students, RMB 3500 yuan for postgraduates, RMB 3000 yuan for undergraduates, RMB 2500 yuan for junior college students. 

Sanya government assists employment, entrepreneurship in three aspects. First of all, in order to arrange the employment of the disabled, Sanya government supports social forces to start disabled welfare enterprises, medical institutions, care giving institutions, massage institutions owned by the blind and other welfare institutions through taxes relief and subsidies. Second, Sanya Municipal Employment Service Center has set up employment service window and service programs to the disabled, providing free policy consultant, occupational supply and demand information, vocational guidance and introduction, employment and unemployment registration services. Third, subsidy of RMB 5000 yuan will be awarded to the rural disabled engaging in crop farming, cultivation industry and agricultural product and by product processing and other productive labors.

Sanya government advocate enterprises, social organizations, individuals and all walks of social forces to help and support the disabled.
