Tianjin: Employers who hire the disabled employees in excess of proportion will be rewarded with subsidies

The Employment Regulations for Tianjin Disabled People (hereinafter referred to the Regulations), approved by the executive meeting of Tianjin municipal peoples government, will take effect on March 1, 2019. The Regulations point out enterprises should employ the disabled employees according to the ratio of 1.5% of the total number of employees. Disabled employees who are not natives of Tianjin (from autonomous region or municipalities) should also be included in the total number of the disabled employees.

Employers recruiting disabled employees shall sign labor contracts with them according to law, pay remuneration no less than the minimum wage of Tianjin, and pay social insurance for them according to law. The disabled employees who have completed the contract will be given priority to renew their contract under the same conditions.

The enterprises shall also report to the employment service agency about the number of disabled employees in the previous year in accordance with the regulations. If the hired disabled employees fall within the prescribed proportion, the enterprises shall pay the employment security fund for the disabled.

The Regulations also clarify enterprises which do not hire the disabled persons in proportion and refuse to pay the security deposits will be listed on the poor credit record and will be announced to the public on a regular basis. If the enterprises violate these regulations and take false measures to arrange the employment of disabled persons and other means to defraud the preferential treatment of taxation, they will be dealt with by the tax authorities according to law.
