Among a myriad of things, people’s livelihood has always been the top priority.
Social security is the basic institutional guarantee to promote people’s livelihood and well-being as well as social equity. It is also a major institutional arrangement to boost economic and social development to ensure that the fruits of reform and development are shared by all. As a safety net for people’s livelihood, a regulator for income distribution and a damper for economic operation, social security is of vital significance in administering state affairs and ensuring national security.
‘The people’s aspiration for a better life is what we are striving for.’ The Communist Party of China always set great store by improving people’s livelihood and social security. A basic framework of the social security system takes shape with relevant institutions being forged and improved from scratch to singular projects and finally to an integrated whole. Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping at its core have put the construction of the social security system in a more prominent position. Based on the principle of multi-tiered and sustainable development with full coverage to secure people’s basic needs, the construction of China’s social security system has entered a fast track. Currently in China, there are 1.03 billion people covered by basic old-age insurance, 1.36 billion by basic medical insurance, 230 million by unemployment insurance, and 280 million by work-related injury insurance. China has knit the world’s largest safety net for social security to safeguard the beautiful life of tens of millions of people. Our people, at the same time, have embarked on a new journey toward building China into a modern socialist country, so as to achieve the lofty cause of national rejuvenation through their efforts toward a better future.
‘In such a society, our people’s love would reach further than their own kin and children. The elder would enjoy their twilight years, the young would display their talents in their prime, and children would enjoy a healthy and happy childhood. Those who have no kin and cannot support themselves, those who have disabilities or diseases, they would all be cared for and supported as well.’ The ideal society depicted by Confucius more than 2000 years ago is now becoming reality step by step. This is the millennial dream and hope of the Chinese nation, and also the epitome of the centennial aspiration and founding mission of our Party.

The lightning of thoughts always roars before the thunder of the time. The guiding philosophy has enlightened every step the development of social security takes, manifesting the great strength of theoretical innovation.
On 26th February 2021, General Secretary Xi Jinping presided over the 28th regular group study session of the Political Bureau of the CPC Central Committee. He delivered an important speech on the topic of ‘improving the social security system to cover all citizens’. In his speech, he made a profound reflection on the successful experiences of the social security system with distinct Chinese characteristics, and gave a systematic answer to a series of fundamental and strategic questions concerning the direction of the development of China’s social security course. He elaborated thoroughly on the abundant connotations, the theoretical methods and the tasks of our social security work, pointing out the direction and providing the fundamental guidance for the high-quality and sustainable development of social security course.
‘Our country, big as it is, also has its list of priorities. The myriad of things we attend to all boil down to matters concerning every household.’ The work of social security is related to the well-being of many households, which has always been cared for, planned and promoted in person by General Secretary Xi Jinping. Just after the conclusion of the 18th CPC National Congress, General Secretary Xi told emotionally the aspiration of the people for ‘more reliable social security’ during a meeting with Chinese and foreign journalists. He presided over multiple major conferences including the meetings of the Political Bureau of the CPC Central Committee to study and deliberate social security issues such as old-age insurance. He raised the target of ‘social security covering all citizens’ and held on to the multi-tiered and sustainable principle with full coverage to ensure people’s basic needs, so as to promote the building of a comprehensive, multi-tiered and sustainable social security system that covers all citizens in urban and rural areas, sets clearly defined powers and responsibilities, with support that hits the right level. Every visiting tour to the homes of villagers and every decision and plan made by General Secretary Xi reveal his sincere and profound love for the people, and his vision of people-centred development.
The people’s aspirations are what our policies strive for. After thoroughly studying the important statements and guiding principles by General Secretary Xi, Ministry of Human Resources and Social Security of the People’s Republic of China has been fully aware that social security is of great significance in administering state affairs. It plays a major role and shares vital responsibilities in fostering the new development paradigm and promoting common prosperity. The Ministry will take practical efforts to effectively implement the reform and development tasks in the social security field, thus making solid progress in high-quality and sustainable development of the social security course. The Ministry will attach priorities to reform, in order to keep institutions united and achieve institutional equity; to wider coverage, in order to include more people into the social security system and fully cover those in need; to mechanism improvement, in order to stably advance social security benefits through reasonable adjustments; to securing the overall situation, in order to lighten the burden on businesses, promote employment stability by keeping the operations of market entities stable, thus supporting poverty alleviation and rural revitalization. Priorities will also be attached to fund transfer and coordination, in order to ensure the pensions are delivered in full; to management and supervision, in order to improve the prevention and control system of fund risks and keep our people’s life-saving money safe. The Ministry will make efforts to upgrade services and improve the management and service network as well as the public service platform, so that people can access government services more easily.
A splendid chapter on people’s livelihood has been written. Since 2012, people covered by basic old-age insurance have risen from 788 million to 1.03 billion, those by unemployment insurance risen from 152 million to 230 million, and those by employment injury insurance have risen from 152 million to 230 million. Basic old-age insurance now covers 60.98 million registered poor people, with the coverage remaining almost 100%. The seemingly common chapter is yet the most significant, with painstaking efforts paid within which though appear to be easy. Each splendid string of numbers implies the political responsibilities the Ministry shouldered and the tenacious work the Ministry conducted.
‘Social security policies have warmed millions of households, and our happy days would endure millions of years!’ ‘With our life guaranteed, our future days are full of aspirations.’ The government has paid old-age insurance fees for urban and rural residents. The peasant Uncle Cui is from Rizhao City, Shandong Province. Being severely disabled, he has now drawn his pension, and this lit his face with smiles. Xiao Qilan is from Ruijin City, Jiangxi Province. After being injured during his work, he has been fully reimbursed for his 160,000 RMB medical fees within the provision scope, and he got the one-time invalidity allowance and is now claiming disability pension every month. Citizen Li Xifang is from Nanan City, Fujian Province. She has retired for more than 20 years, during which she saw her old-age pension tripled, and she leads her life with pleasure and joy. From urban to rural areas, the supportive policies established are full of the government’s profound love for the people; from North to South, the people’s happy, smiling faces are affectionate expressions of their gratitude and inner warmth.

‘From January this year, we will work toward national unified management of basic old-age insurance funds for enterprise employees.’ As soon as the news came out, it won the general public’s applause. The unified management will start from the county level and be gradually improved to the municipal and provincial level, and finally to the national level. This signifies that as unified management is conducted at higher levels, its coverage will be wider, its efficiency higher, and its capability of mutual support with solidarity stronger.
The trend chart of the development of the old-age pension scheme gives a vivid outline of the solid steps taken by social security institutional reform with Chinese characteristics. It also signifies that the modernization of China’s social security governance system and capacity has reached new heights. In 2016, the Government of China received the prestigious ISSA Award for Outstanding Achievements in Social Security.
The institutional issues are fundamental and long-term issues concerning overall interests and stability, and the institutional advantages mark the biggest advantages of our Party and country. Sine the 18th CPC National Congress, China’s construction of the social security system has entered its phase of the strongest reform with the fastest development and the widest coverage. We have made firm efforts to enhance fairness, adapt to mobility and secure sustainability, and we strive to make our reform more systematic, integrated and coordinated. Relevant measures have been conducted firstly as pilot projects, and then constructed into mechanisms and institutions. Through comprehensive implementation, they are further fostered into a system, and then integrated systematically to achieve coordination and high efficiency. Through our tenacious efforts and fast yet stable steps, we have secured a more matured and settled social security system.
We have bear in mind the coordination of work nationwide and promote systems integration. We have established unified basic pension and health insurance schemes for rural and non-working urban residents, and brought government office and public institution pension schemes in line with enterprise schemes. We have formed two major scheme platforms of old-age employees care and old-age residents care, to make sure the fruits of reform and development benefit people more fairly and equitably. We have established dovetail policies for urban and rural old-age insurance schemes and policies for continuing or transferring basic old-age insurance relations and annuity for government and public institutions, so as to create a closer-knit net for pension schemes. We have given full play to our institutional strengths of fulfilling major courses through concerted efforts. A central regulation system for enterprise employees’ basic old-age insurance funds has been set up and improved to balance the provincial structural conflicts. From ‘caring for our own respective acre of land’ to ‘jointly pooling our shared pond’, we have relocated more than 600 billion RMB across provinces in four years, relieving the fund payment burden of midwest areas and old industrial bases. We have established a nationwide coordinated scheme for old-age insurance, and achieved inter-regional surplus and deficiency coordination around the state. This close-knit net of old-age pensions has connected everyone, and broken the divide between urban and rural areas and among different occupations. There are no ‘oppidan or rustic’, and no ‘inside or outside the system’. Corresponding institutional guarantees are set to respond to old-age, unemployment and work-related injury risks. The sunlight of social security has reached every corner of the society.
We have adhered to a problem-oriented approach and overcome difficulties with perseverance and courage. We have set a close eye on the issues related to social security that people care about, worry about and disturb the most, striven to crack the ‘hard nut’ blocking social security system construction, and implemented relevant reforms with the perseverance to hammer away. To fulfil older persons’ aspiration for a twilight life with higher quality, we have expanded coverage of enterprise annuity on top of basic old-age insurance, and we have established an annuity scheme for government and public institutions, as well as an individual old-age insurance scheme featuring government support, voluntary participation and market-based operation, so as to prop up the fostering of an old-age insurance scheme with ‘three pillars’ and add an extra income for retirees. Faced with the requirements to put life and safety first, we have carried out the Five-Year Plan on work-related injuries prevention and control, utilized the work-related injuries rehabilitation recognition procedure and shortened its length of time, and promoted the building of a threefold work-related injuries insurance scheme that integrates prevention and control, rehabilitation and compensation, so as to protect the health and safety of employees.
We should strengthen law-based thinking to make sure the social security course sails steadily into the future. We have established successively related administrative legislation and corresponding regulations and keep them improved, implement the rights and interests, obligations and responsibilities of government at all levels, employers, individuals and the society related to social security, so as to secure the healthy development of social security system under the rule of law.

As a damper of modern economy and society, social security is not only capable of providing mutual support, but also making counter-cyclical adjustments for economic operation. It can improve consumer expectations and effective demands, creating a sound environment for the unimpeded and orderly flow of labour force. People’s interests have always been our priorities and the pains and troubles of a myriad of households our top concerns. Ministry of Human Resources and Social Security has shouldered its political responsibilities, established relevant policies and took various measures to fulfil people’s needs to the largest extent, fully playing the positive role of social security in supporting epidemic prevention and control, securing a decisive victory in building a moderately prosperous society and in eradicating extreme poverty. The Ministry has strengthened confidence in development through supportive policies and improved its public services with a stronger human touch to promote people’s livelihood, so as to inject robust impetus into economic and social development.
We must keep the epidemic under control to ensure the stability of our economy and the safety of our development. In order to address the resurgence of the once-in-a-century pandemic, the Ministry has given full play to its function advantages, coordinated pandemic prevention and control with economic and social development, social security policies with policies in other fields, making positive contributions to securing operations of market entity, helping address difficulties faced by small- and medium-sized enterprises (SMEs), and stabilizing and expanding employment. The Ministry has lowered social insurance rate six times, and the total rate of five social insurances has been reduced from 41% to 33.95%. These measures have powerfully promoted the development of the real economy and private enterprises. In 2020, the Ministry launched a package of policies on an unprecedented scale including temporarily postponing old-age, work-related injuries and unemployment insurance fees, reducing unemployment and work-related injuries insurance rate, refunding unemployment insurance premiums for enterprises that make no cuts or minimal cuts to staff numbers and providing subsidies to employees and enterprises participating in unemployment insurance, etc. Three social insurances have released a burden of 1.54 trillion RMB for enterprises, which is 2/3 of the total tax and fee cuts. Besides, 104.2 billion RMB of unemployment insurance have been refunded for enterprises. These highly effective policies have been promptly implemented, benefiting a wide range of enterprises, thus being warmly welcomed and appreciated by the enterprises.
Faced with the resurgence of the pandemic and the economic downward pressure, the Ministry has recently established further supportive policies to help ease the difficulties of businesses, including expanding the implementation scope of temporary payment postponement of three social insurances fees, which has benefited 22 industries in particular difficulty and eligible SMEs facing hardships. The Ministry has fully displayed the role of unemployment insurance in stabilizing employment, and enhanced support for refunding unemployment insurance premiums to stabilize employment and help enterprises survive. On top of an increase of refund from 60% to 90% for SMEs to stabilize employment, the refund for large enterprises will be also increased from 30% to 50%. The Ministry will expand the benefit scope of one-time subsidy for employee retaining and training as well as subsidy for skill improvement. The unemployment insurance policy has continued to be extended to more fields and places. All these policies and measures are for maintaining security in job, basic living needs, and the operations of market entities, so as to contribute the Ministry’s efforts to maintaining the overall economic performance.
Eradicating poverty through social security is the basic project in our fight against poverty, and it provides the fundamental guarantee to achieve the target of leaving nobody behind on the road towards moderate prosperity. The Ministry has taken social security as the basic defence line in our fight against poverty, and strengthened support for key groups so as to ensure the basic living needs of people who have lost labour capacity. By focusing on extremely impoverished people and conducting targeted measures, the Ministry has knit the safety net for people’s livelihood in a faster and more meticulous manner, helped registered poor people, people having subsistence allowances and extremely impoverished people to participate in urban and rural resident insurance, with local governments paying part or all old-age insurance fees in the lowest standard. The Ministry has established a package of assistive policies for regions in deep poverty including improving the standard of unemployment insurance fees and refunds of unemployment insurance premiums for enterprises to stabilize employment. An action has been launched to ensure all impoverished people in need are covered by insurance, and millions of cadres in the social security field have trudged over deep valleys, steep mountains and dangerous shores, and sent the Party’s deep love and sincerity to tens of thousands of households. Since 2013, the per capita disposable income of rural residents has increased from 6079 RMB to 12,588 RMB, with an average annual growth of 11.6%. An official of the World Bank once said with admiration that ‘China’s effective social security has become the cornerstone for eradicating poverty.’
The role of social security in redistribution has been fully played to promote common prosperity for all through high-quality development. The Ministry has always been committed to securing people’s needs in its efforts to smooth the domestic economy, and has centred on the strategic underpinning of expanding domestic demand to improve the multi-tiered social security system, free people from worries, increase people’s consumption capability and willingness, and boost consumption with the aim to improve people’s well-being. The high-quality economic development has provided a powerful material base for the development of the social security course, with the latter strongly propping up the former in return. According to the economic development needs, the Ministry has fostered and improved a social security benefits calculation and reasonable adjustment mechanism to promote relevant benefits step by step, effectively improving the lives of low-income groups and ensuring that the reform and development fruits are shared by all in a comprehensive and gradual manner through joint efforts. The per capita monthly old-age pension for enterprise employees has been raised from 707 RMB to 1585 RMB. Benefits for work-related injuries have been steadily improved. On the basis of a 7.8% increase in people covered by annual benefits, the fund expenditure has increased by nearly 1.5 times, totaling 99 billion RMB. This has provided more powerful medical treatment and life security for injured employees. Subsidies for old-age insurance payments have been provided for farmers whose land has been expropriated and fishermen with certificates. A project- and program-based innovative participating method have been created for employment injury insurance. Unemployment insurance has been expanded to cover all participating unemployed workers in both urban and rural areas. The household registration restriction has been lifted for people under flexible employment to participate in insurance. More and more people now share the development fruits.

The glassy flow in the pool derives from water fresh at its source. The social security fund is the material foundation and prerequisite for the development of the social security course. As strong support for pension increases, it is related to the stable operation of the social security system and people’s vital interests. Since the 18th CPC National Congress, multiple policies and measures have been carried out including building a social security system that covers the entire population, putting the basic old-age pension under national unified management, conducting investment operations for basic old-age insurance fund, replenishing the national security fund with part of state-owned assets, etc. These strong policies and measures have empowered the old-age fund to be more and more abundant, with its supporting capacity being strengthened to a larger extent.
The insurance coverage has been expanded. The Ministry has worked to develop an insurance system that covers the entire population, and conducted insurance registration work for all with the widest coverage in history. A relevant database has been set that includes insurance information of 1.39 billion people. The Ministry has promoted targeted insurance news for rural migrant workers, flexibly employed people and employees of new business forms through Wechat puts and other similar ways to secure social insurance covering all people in need. The Ministry has improved incentive and regulative policies on participation and payments of social insurance, guiding people to gain more through further and long-term payments.
Fund financing channels have been expanded. The Ministry has steadily conducted investment operations for basic old-age insurance funds, encouraged related investments to be market-based, diversified and specialized, and improved regulation systems and mechanisms accordingly, making sure that the value of people’s old-age spending can be maintained or even appreciate under the premise of safety. By the end of 2021, the scale of entrusted investment contracts for basic old-age insurance funds has exceeded 1.51 trillion RMB, with an annual rate of return on investment reaching 6.5% and the investment income exceeding 260 billion RMB. The government has provided more fiscal subsidies and used state-owned assets to replenish social security funds. During the 13th Five-Year-Plan period, relevant net central fiscal spending has reached 215 billion RMB, and a total of 168 million RMB state-owned equity from 93 central enterprises and central financial institutions were transferred to provide a solid basis of state capital for the sustainable development of social security funds.
The safety of social security funds has been maintained. The Ministry has improved the supervision system on social security funds, strengthened income and expenditure management and operation monitoring, and stepped up oversight to tackle illegal acts related to social security funds such as fraud, embezzlement and defalcation, so as to ensure every penny of people’s old-age or life-saving money and all social security funds are kept safe and sound. Tianjin has improved the four-pronged holistic risk prevention and control system integrating policies, operations, information and supervision so as to promote the capacity of recognizing and resolving risks related to social security funds. Shandong Province has coordinated prevention of four aspects including human efforts prevention, institutional prevention, technical prevention and group prevention, ensuring that supervision and management are conducted in a full chain. Guizhou Province has set up a long-term mechanism coordinating multiple departments to jointly tackle crimes like fraud related to social insurance, erecting a safety firewall for social security funds.

How long does it take to apply for a social security card? Just a few minutes. What services can social security cards provide? There are more than 100 kinds of services including employment service, drawing old-age pensions, claiming reimbursement for medical fees, etc. Additional services such as purchasing water, electricity and gas, taking public transportation as well as travelling and tourism can also be done through social security cards. As a netizen commented, ‘One card, no worries, aspirations are all achieved.’
The development of this one card is an epitome of the benefits brought by the development of work practices, which shoulders the Ministry’s dedication and aspiration to serve the people.
Public services are vital means to implement social security policies. The speed of processing every affair, the attitude of every staff when providing services, and the experiences one has before and after their access, those are factors closely related to people’s aspiration for a better life, and to the images of the Party and government in our people’s hearts. Of affairs that can benefit the people, even the smallest are doomed to thrive. The Ministry has acted in the spirit of attaining the broad and great while addressing the delicate and minute, and continuously promoted its capacity to provide services that are attentive to detail, so as to enhance high-quality services for the convenience of the people. By providing considerate services that are close to people’s hearts, the Ministry is dedicated to decorating people’s life with a strong human touch.
The social security management system and service net have been improved to provide lifelong services and guarantees. More than 5400 social security agencies above the county level have been set up. A five-tiered basic service net has been formed covering central department, province, city, county and sub-district/township levels. The national united public service platform for social security has been improved with more functions, with 52 nationwide and cross-regional public services being launched, connecting regional platforms and providing services as much as possible. Up-till now, the platform has been visited more than 3 billion times, enabling people to access public services in an unimpeded online manner. The Ministry has extended social security agency services closer to every household, and lots of frequently-accessed services now reach grassroots levels. A 15-minute social security service circle has been built in provinces such as Shenzhen and Nanjing. All these measures are to enable people to access social security affairs within a short distance, through online means and at a fast speed.
Services related to the interests of people should be as simple and transparent as possible. The Ministry has launched a ‘fast-speed’ action on social security services through streamlining affairs, materials, and shortening the length of time, dealing with related affairs together, frequently-accessed affairs faster, and settling inter-provincial affairs on the spot. The affairs have been done in the least times possible, through simple applications, and policies are carried out in a manner to be close to people instead of being sought after. Door-to-door services have been provided on top of services within a short distance from people’s homes. All these measures have continuously optimized service experiences of enterprises and the general public. The Ministry has made social security policies and relevant benefits clear enough for people to match with, striving to provide services closer to the practical needs in people’s lives, so as to ensure social security policies reach the grassroots level and to build a heart-to-heart bridge for the benefits of people.
The Ministry has followed the trend of digital development and enhanced governance efficiency of social security. Digital transformation has been carried out for social security operations with relevant service modes being innovated. The Ministry has launched the reform of ‘One Internet, One Door and One Time’, promoted online approval process so as to let people access their most needed services online through mobile devices. With fast running data, people can save time and relieve themselves from the offline distance. The Ministry has insisted on a parallel mode for traditional service ways and digital service innovations, so as to provide a smooth off-line channel for older persons, the disabled and other groups in need and keep improving elderly-oriented services, making sure that no slow runners are left behind.
The satisfaction of people is what the Ministry strive for and the acknowledgement from people is the loudest praise for the Ministry.

Looking back at the bumpy road one has travelled, it is now to find only verdant greens covering all lush hills.
Since the 18th CPC National Congress, China’s social security course has made historic achievements, and the fundamental reason lies in the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core. The CPC Central Committee has fully demonstrated the political advantages of the Party’s leadership and the socialist system, pooling all the strengths to accomplish major tasks. The CPC Central Committee has always put people first, pursued common prosperity, and developed the social security course to promote people’s well-being and social equity and justice. The CPC Central Committee has guided through the socialist system, and solved the problems in development through reform and innovation, promoting continuously the construction of a social security system with distinct Chinese characteristics.
These precious experiences are gained on China’s land and they converge the wisdom from the Party and people, with profound historical, theoretical and practical logic. We should make good use of and develop on top of these successful experiences, and keep marching forward through reflection and conclusion.
The Party’s leadership is our fundamental guarantee for the development of the social security course. The Ministry has upheld the political advantages of the CPC leadership and socialism with Chinese characteristics, thoroughly comprehended the people-centred development philosophy, so as to create a close-knit safety net for social security and provide a more solid guarantee for the people, fulfil their multi-level and diversified needs, and light their aspiration for a better life. The Ministry has upheld a systematic approach, responded to the new requirements raised by the new development stage, the new development philosophy and the new development paradigm, planning for the development of the social security course while moving forward in a coordinated way with the five-sphere integrated plan and the four-pronged comprehensive strategy. The Ministry has strengthened national top-level design and united plan, accurately balancing the relations among all prongs of social security and between social security and other relevant fields, so as to improve the capacity of coordinated planning and implementation, and forge synergy among all reforms. The Ministry has made all institutions united and regulated, and prevented self-centred modification, so as to thoroughly implement the decisions, arrangements and reform plans made by the CPC Central Committee.
Reform is the basic driver for development, and a prerequisite for a more matured and settled social security system. The Ministry has upheld the guidance of the system and the spirit of reform and innovation and centred on the development targets of full coverage, ensuring basic needs, multi-level and sustainability, building pillars and beams for a sound social security system that can coordinate urban and rural development, enable parallel operation, cover all those in need of insurances and fulfil people’s basic needs. All these measures are aimed at creating a close-knit social security net that can provide a solid mechanism, so as to keep the social security system in sync with economic development and socialism modernization, and advance the efficiency and capability of social security governance. While ensuring the high-quality development of our economy and society, these efforts can also deliver a warm foundation for achieving common prosperity for all.
The Ministry has based its plans on the national conditions, sought truth from facts and advanced with the times, protecting and improving people’s livelihood through development. Economic development and social security are like river and boat, when the river rises, the boat will float higher. In shallow streams, there goes the cockle boat and in deep rivers, there goes the giant ship. When this rule is violated, whether it be the cockle boat or the giant ship will both aground or be turned over. At present, the basic dimension of the Chinese context—that our country is still and will long remain in the primary stage of socialism—has not changed. Our national status as the biggest developing country has not changed. These are top factors that the social security course has to follow. We must adhere to the principle of seeking truth from facts and proceeding from reality, and make contributions with our utmost strength, without doing anything that goes over the development stage and our financial condition, but base our actions on ensuring basic needs and protecting basic rights and interest, so as to dedicate ourselves to making progress step by step and to make big and divide fairly our cake of share.
Reform and rule of law are like two wings of a bird or two wheels of a car. The further we go on the critical stage and into the uncharted waters of reform, the more should be done to promote the healthy development of the social security course. The Ministry should strengthen social security legislation to see there are laws for us to abide by and refer to for relevant work and the deepening of reform. The Ministry shall strengthen the enforcement of laws and regulations related to social security and enhance the effectiveness and authority of law enforcement.
